Larry Di Gioia is a veteran technology leader with more than two decades of experience guiding public‑sector organizations through digital transformation, operational modernization, and enterprise‑scale technology initiatives. A former President of SIM Central Florida, Larry has long been recognized as a catalyst for developing the next generation of IT leadership across the region.
His career spans senior roles in municipal government, consulting, and complex program delivery, including serving as Director of Information Services for the City of Altamonte Springs and leading multi‑agency transformation efforts as a senior project manager and consultant. Larry’s work has consistently focused on building resilient technology ecosystems, strengthening governance, and enabling teams to deliver measurable value to the communities they serve.
Larry holds a master’s degree in Industrial/Organizational Psychology from Hofstra University and was honored as a member of the Computerworld Premier 100 IT Leaders class. His background in organizational psychology, combined with deep operational experience, gives him a unique ability to mentor emerging technology professionals, shape high‑performing teams, and translate strategic vision into practical execution.

Steven Narvaez is a seasoned technology and security executive with more than twenty-five years of leadership experience spanning municipal government, enterprise IT, cybersecurity, and private-sector advisory services. As Managing Partner of The Narvaez Group, he provides executive coaching, personal security consulting, private investigations, and strategic guidance in IT governance, business resiliency, and program management.
Steven began his career with IBM, rising from Customer Service Engineer to Senior Account Representative and supporting major clients including Sikorsky, Harris Corporation, General Electric’s Submarine Division, and multiple Wall Street financial institutions. His work with Sikorsky included support for Marine One and Marine Two, and he later served on IBM’s East Coast Emergency Recovery and Response Teams.
After relocating to Florida, Steven held senior leadership roles in public-sector IT, including Assistant IT Director for the City of Winter Park and ultimately IT Director/CIO for the City of Deltona. In Deltona, he oversaw IT operations for a $153 million organization—managing enterprise strategy, information security, compliance, and 24/7 support across 100+ applications and 15 business units. His tenure included multimillion-dollar cost reductions, modernization of enterprise infrastructure, and major advancements in business continuity, emergency management, and cybersecurity posture.
A recognized thought leader, Steven has been interviewed on technology trends, contributed to numerous industry publications, and served as a featured speaker and panelist at national events.
